PRIVACY NOTICE 

Learning Passport is an initiative of UNICEF, powered by Microsoft. UNICEF is an international organization of the UN system. It understands how important privacy is for users (children, caregivers, teachers) and is committed to creating a safe and secure environment for learners of all ages, in line with its own rules and regulations, including UNICEF’s Policy on Personal Data Protection. UNICEF acts as controller of all personal data activities described in this Privacy Notice and can be contacted as set out below in Section 11. 

WHAT DOES THIS PRIVACY NOTICE COVER? 

This Privacy Notice sets out how LP collects, uses, stores and discloses your information in connection with your access to and use of the Learning Passport in your country.  

WHAT IS PERSONAL INFORMATION? 

For the purposes of this Privacy Notice, “personal information” is any information that enables us to identify you, directly or indirectly, by reference to any identifiers such as your name, address, phone number, email address, identification number, location data, online identifier - or one or more other factors specific to you as an individual that would allow us to identify you.   

By logging into this platform, whether online or through the mobile application, you agree with how we use and protect your personal information as set out in this Privacy Notice. The legitimate basis for the processing of your personal information is your or your caretaker’s consent. 

If you are under 13 years of age, you should only use the platform with the oversight of a parent or by a teacher or at school, as part of your school's curriculum or for self-learning at home.  

If you are under 16 years of age, please talk to your parents, or the adults who are caring for you, and make sure that they agree that you use this platform under the terms described in this notice. 

IN SIMPLE TERMS: HOW DO WE PROTECT YOUR PERSONAL INFORMATION? 

  • Personal information is any information that can allow somebody to identify you. Because we respect your right to privacy, we will only use your personal information as described in this notice as acknowledged by you.  

  • We will only ask you for that personal information that we need in order to give you access to the LP so you can make best use of it in your country.  

  • The data collection may vary per country. The data we collect in your country is set out in the annex 1. We need different information in different countries, because LP in each country serves a different audience of students, teachers, and education officials. 

  • We do not use your information for anything else than to give you access to the LP and allow you the use of LP. Of course, we will not create advertising or commercial profiles about you or sell your personal information in order to provide target advertisement to you, or for any other purposes.  

  • We do not knowingly collect any additional personal information from our users, other than for purposes explicitly disclosed in this Privacy Notice.  

  • We will take keep your personal information safe in line with UNICEF information security standards.  

  • We will not keep your personal information for longer than is necessary for the stated purposes except to the extent required by applicable regulations. 

  • You can ask us at any time to delete your account including all your personal information by writing to [email protected]. Please specify the Learning Passport URL (e.g., https://ghana.learningpassport.org) and login details you used for registration (e.g., phone number including country code or email address) in your email to delete an account.

  • The data collected on LP, including the information in the annex is sometimes shared with the Ministry of Education of your country/ other education partners working with UNICEF to understand student and teacher’s enrollment and completion of courses on the LP in your country. Data is typically shared in aggregate, but some governments may request individual user data on course enrollment and completion. 

1. WHAT INFORMATION DO WE COLLECT FROM YOU?

Account Information 

When you register for an account, the LP requires you to enter your  

  • first name,  

  • last name and  

  • email or phone number.  

In addition, most LP countries will request basic demographic information of users, including  

  • gender,  

  • age,  

  • grade,  

  • region, or  

  • any other specific profile field information.  

A list of profile fields collected by the LP in different countries is included in Annex 1. Only the most necessary information deemed essential to delivering education programmes to students by the government is collected. This will be updated periodically if countries make any changes to their platforms and to include new countries that start using the Learning Passport.  

In some countries, information might be collected from students, parents, teachers, or schools using external third-party applications such as Microsoft or Google Forms on their feedback on the platform and/or content. This information will be optional for users to provide.  

Usage Information  

We collect information about how users use the LP, including information about lesson, quiz and course activity i.e., number of courses a user is enrolled in, the number of lessons completed, and the amount of time spent to complete a course, response time, page views, as well as device information.  

This information is associated with a User ID assigned to each user and is collected for internal purposes, including to help us recognize user access across devices, personalize user experience, measure usage trends for different courses, and to better understand the demographics of our users.  

2. HOW DO WE USE YOUR PERSONAL INFORMATION?

We will use your personal information only when necessary for the following purposes: 

  • Grant you access to the LP and allow you to use LP 

  • Monitor metrics such as total number of registered users 

  • Communicate with you to provide you with any updates and system notifications  

  • Understand courses and lessons users are enrolled in  

  • Understand the gender and grade of our users (wherever provided) 

  • Monitoring the quality of the LP platform 

  • Diagnose and fix technology problems  

  • Enforce our Terms of Use, defend our rights, and comply with our obligations and policies.  

When data is analysed to support internal operations and platform improvements, we anonymize it by removing all personal information such as your name, email and phone number.  

 

3. HOW DO WE SHARE YOUR PERSONAL INFORMATION?

UNICEF will transfer your personal information only as needed and typically for the purposes of programme improvement. Data from the LP may be shared in the following situations:  

  • With Microsoft, LP’s technology partner, has access to all personal information generated in the platform, and can use the data only for the purposes of providing the platform services and to resolve any technical issues on the platform.  

  • With Ministries of Education or Government agencies that UNICEF already has an existing relationship with, to manage the Learning Passport delivery and advance learning outcomes  

  • With vendors, consultants and other service providers working on UNICEF’s or a government’s behalf to manage the programme and report on metrics 

Details of the names of the government and/ or implementing partners in your LP country are provided in Annex 2.  

We will only transfer your Personal Information to trusted third parties who provide sufficient guarantees that your Personal Information will be kept secure.  

Aggregate Data 

We may de-identify (i.e., anonymize), aggregate and share information collected through the site with third-party providers for statistical analysis and other lawful purposes, including use in research studies and publications, to help understand the profile of LP users, to better understand the usage of the LP and to improve the operation of the platform. This information does not qualify as personal information. 

4. HOW CAN YOU CONTROL YOUR PERSONAL INFORMATION?

You can request more information about how we hold and use your information or make any other request in relation to your personal information, including withdrawing your permission to use your personal information, correct your data or delete your account and data, by contacting us at [email protected]. Please specify the Learning Passport URL (e.g., https://ghana.learningpassport.org) and login details you used for registration (e.g., phone number including country code and/or email address) in your email to delete an account. 

UNICEF may not be able to delete information in all instances, such as information retained on course and lesson usage, but we will take all necessary steps to not use such records for future analysis. UNICEF may also retain data that has been de-identified or disassociated with personal identifiers such that it can no longer be used to reasonably identify a particular individual. 

5. HOW LONG DO WE KEEP YOUR PERSONAL INFORMATION?

We will only use and store your personal information for as long as it is needed for the provision of the LP services and related operational and programmatic purposes. How long personal information will be stored for depends on the personal information in question and what it is being used for, as well as whether there is any administrative or regulatory requirement for retaining the personal information. For example, we retain your personal information as long as necessary to comply with our obligations, including our obligations to you, to address any request by you, or to enforce our rights. The access for governments and implementing partners will be limited to the duration of the relevant programme agreed upon by each country with governments and/ or implementing partners. 

6. HOW DO WE KEEP YOUR INFORMATION SECURE?

We take great care to protect the personal information you provide us with. All personal information, irrespective of the type of user (students, teachers, and guardians) is protected through appropriate physical, technical and organizational security measures and procedures in line with best industry standards against loss, misuse, unauthorized access, disclosure, alteration or destruction. Only authorized personnel which needs to know the data are provided access to personal information. 

Data from the Learning Passport is stored on UNICEF’s Microsoft Azure cloud environment, access to which is managed by UNICEF. The data is governed by safety measures in place by Microsoft Azure cloud services. Since access to data is controlled by UNICEF, any risk of accidental or unauthorized destruction, loss, alteration, disclosure, access, or unplanned loss of data is very small. For the same reason, no changes can be made to any data from the platform.  

7. COOKIES

LP does not store any information using cookies. However, cookies are stored in a web browser and when you login to the LP, your browser will recognize you as a user and allow you to stay signed in to use the platform.  

8. THIRD-PARTY LINKS

The LP platform in some countries contains links to other websites that are not covered by this Privacy Notice, such as Khan Academy, TWIG, COPE etc. and/ or survey tools such as Google or Microsoft Forms. Some third-party links will track your viewing, such as YouTube (owned by Google).  

This Privacy Notice applies only to the processing of your Personal Information through LP. It does not address, and UNICEF is not responsible for the collection, use or other personal data processing practices of any third parties operating any site or service to which the LP platform links.  

9. CHANGES TO THIS PRIVACY NOTICE

We may modify or revise this Privacy Notice from time to time and will notify users of any changes by posting the revised Privacy Notice with an updated date of revision on our website. Continued use of the LP following the effective date of such update constitutes a user’s acceptance of the revised Policy.
